A Haynesville man has been caught in Minden shoplifting again, Minden Police Chief Steve Cropper says.

Richard Vines, 34, of the 2100 block of Dogwood Drive in Haynesville, was arrested Thursday, July 2, and charged with felony theft of goods and as a fugitive from the Claiborne Parish Sheriff’s Office.

Cropper says he was apprehended at Walmart after he attempted to leave the store without paying for the items in his possession.

“The reason he got charged with felony theft is because he has two previous theft charges on his record, which upgraded this to a felony theft,” Cropper said.

Sgt. James Kendrick and Officer Jessie Cutrer were the arresting officers.
