Louisiana Public Service Commission adopts lightning amendment to accelerate job growth and strengthen U.S. national security

Baton Rouge, LA — The Louisiana Public Service Commission (LPSC) has adopted the LPSC Lightning Amendment, a modernized regulatory pathway that allows utilities to respond more quickly and efficiently when major employers are ready to invest and expand in Louisiana.

The amendment ensures Louisiana can meet the growing energy needs of new industries while maintaining rigorous oversight and complete ratepayer protection. By establishing a straightforward process for qualifying projects, the Commission has positioned the state to compete more effectively for large-scale economic development opportunities.

“Speed does not replace scrutiny; it simply removes unnecessary delay that prevents industries from investing in our state and our people,” Commissioner Coussan said. “It strengthens Louisiana’s competitiveness, supports job creation, bolsters national security, and ensures ratepayers remain protected.”

Louisiana is already recognized as a top state for doing business, ranking first in energy cost and fourth in energy availability. The Lightning Amendment builds on this strength by requiring utilities to meet specific, verifiable criteria before receiving accelerated approval, including:

  • A signed long-term electric service agreement,
  • Louisiana Economic Development (LED) engagement,
  • Demonstrated investment and power needs within five years, and
  • Guaranteed fixed revenue to support at least half of the associated capacity costs.

As the United States faces increasing global competition in artificial intelligence and advanced computing from China, Louisiana’s energy capacity and strategic location position the state to play a critical role. The Lightning Amendment helps ensure Louisiana can support these emerging industries at the pace the modern economy demands.

With these changes in place, Louisiana is better positioned to secure high-quality jobs, attract large-scale investment, and contribute to America’s economic and national security goals.
