According to the police report, Shephard already had three active warrants for his arrest when the Minden police officer arrived at the scene.

“I was dispatched to the above location for a subject with active warrants. I made contact with Shephard in his vehicle sitting in the parking lot of Ace Hardware,” the police report stated.

Shephard complied with requests for his information, and dispatch confirmed that he was the person they were seeking. Shephard was placed under arrest for those warrants and advised of his rights per Miranda.
