The Webster Parish Police Jury held their regular meeting and committee meetings Tuesday morning, voting to continue with phase two of repairs to parish roads damaged in March 2016 floods.
The road committee, chaired by Juror Steve Ramsey and vice chaired by juror Steve Lemmons, also voted to approve the road striping project for 2018, which is an annual occurrence.
Phase one of repairs is underway, but not complete, with 5 of 13 worst sites having been repaired thus far. The parish has contracted out these repairs to APTIM Government Solutions, LLC, to repair phase one roads, which in turn has allowed city workers to continue with their priority roadwork, according to Police Jury Secretary-Treasurer Ronda C. Carnahan.
“Meanwhile, we’re having the roads turned into FEMA for reimbursement,” Carnahan said. “That’s kind of where we stand.”
At May’s meeting, Public Works Superintendent Teddy Holloway estimated there are still between 75 and 100 sites under potential FEMA coverage where hot mix needs to be poured over culverts.

Approval for invoice payments, adopting of minutes from the May 1, 2018 committee and regular Police Jury meetings
A brief update from Angie White with the North Louisiana Economic Partnership, DeDe Griffith, Chief Academic and Chief Student Affairs Officer at NWLTC, and Webster Parish Schools Superintendent Johnny Rowland on the ACT Work Ready Communities and WorkKeys Program. A community luncheon will be held June 20 at 8:30 a.m. at the Bossier Civic Center to discuss the details of the initiative.
Approval of Recreational funding for the Springhill Health Unit ($99 – Microwave) and the Webster Parish Council on Aging ($500 – refrigerator).
Approval of Policy and Procedure additions for Audit compliance: budgeting, contracts, purchasing, ethics and debt service.
Designate the Minden Press-Herald as Official Journal for Webster Parish and the Springhill Press as Publishing Journal for Webster Parish– Approve listing of adjudicated properties eligible for sealed bid sale.
Resolution #010-2018 Signature Authority for 2016 Disaster. All votes passed unanimously.
