Roy was born July 7, 1929 in Caddo Parish and entered into rest June 14, 2021 in Gibsland, Louisiana surrounded by is family. He graduated from Louisiana Tech and LSU Law School, Juris Doctorate.
Roy was preceded in death by his parents, Roy Lilly Sr. and Elgie Hall Lilly; daughter, Mary Melinda Baker and brother James Lilly, M.D.
Roy is survived by his wife Joyce Shaffer Lilly of Gibsland; sons, Roy M. Lilly, III of Heflin and William H. Baker, Jr. of Gibsland; daughter, Patricia L. Roy of Metairie; grandchildren, Martin Shaffer Baker, Chelsea Marie Lilly, Michelle Lilly Waller, NP, Rachel Lilly Davison, and Alexander P. Roy, M.D., and ten great-grandchildren.
